Public procurement work, drafted from the law and your evidence.

Merkys Law is an AI assistant for public procurement in Lithuania, built with practising procurement lawyers. It turns a contracting authority’s request and your supporting documents into a proof strategy you approve, then a cited draft grounded in procurement law, case law and VPT guidance.

CITED LAW LAWYER-BUILT METHOD ON-PREMISE
EXAMPLE · ABNORMALLY LOW PRICE
The authority asks us to justify our price for lot 2. Their letter and our cost breakdown are attached.
The letter asks three questions. Here is a proof strategy for your review before I draft the reply:
1Labour costs: payroll records and the applicable collective agreement
2Materials: supplier quotes dated before the bid deadline
3Overheads: shared resources from an existing contract· open question

Six problems procurement teams bring to us, and how Merkys Law solves them.

Public procurement rewards precise, well-grounded documents written under tight deadlines. Each row is a problem we hear from suppliers and their lawyers, and what Merkys Law does about it.

  1. 01

    A price-justification request, on a short deadline.

When a contracting authority flags a price as abnormally low, the supplier has only days to explain it with evidence, or risk having the bid rejected.

How Merkys helps: Merkys Law reads the authority’s letter, identifies each question it asks, and proposes lines of proof, the supporting documents you need, open questions and warnings, before anything is drafted.

  2. 02

Generic AI writes long letters that don’t persuade.

A general chatbot produces pages of plausible text that miss the authority’s questions and cite the wrong law, or none.

How Merkys helps: Drafts follow a methodology written with procurement lawyers. They answer each question, cite the law, case law and VPT commentary behind each point, show the calculations, and leave visible placeholders where evidence is missing instead of inventing it.

  3. 03

You need to stay in control of the argument.

The supplier knows the business and the lawyer knows the law. Neither wants an AI deciding what to argue.

How Merkys helps: The strategy is a review step. Keep or remove arguments, add comments and evidence, then approve drafting. Follow-up letters from the authority become further rounds in the same conversation, with earlier rounds as context.

  4. 04

Relevant case law is hard to find and keep current.

Judgments sit in different courts, languages and databases, and checking whether a source is still current takes time nobody bills for.

How Merkys helps: Resolve EU court case numbers, choose the documents and languages you need, add the judgments to your knowledge base and see when they have been updated. VPT commentary is included as non-binding guidance.

  5. 05

Your method lives in one lawyer’s head.

How a firm argues a case is its edge, but it is rarely written down, so quality depends on who drafts.

How Merkys helps: Authorised administrators edit the rules and letter standard Merkys Law drafts with, preview the changes, see version history and restore earlier versions. Lawyers mark answers and letter sections as good or needing work, with notes.

  6. 06

    Client files are confidential.

Bids, cost breakdowns and correspondence are commercially sensitive and can’t be pasted into a public AI service.

How Merkys helps: Merkys Law can be installed on your own servers with local models, so client documents, indexes and conversations stay in your environment.

Questions we hear from procurement lawyers and suppliers

Who is Merkys Law for?

Suppliers bidding in Lithuanian public tenders and the lawyers who advise them. Tools for buying organisations, starting with healthcare purchasers, are in development.

Does it replace a lawyer?

No. Merkys Law prepares a strategy and a draft that a lawyer reviews and approves. It shows the sources behind each point and leaves visible placeholders where evidence is missing.

What do we need to provide for a price justification?

The contracting authority’s letter and the material that supports your price, such as cost breakdowns, supplier quotes and contracts. Merkys Law tells you which documents each line of proof needs.

Which legal sources does it use?

Lithuanian public procurement law, EU court judgments you choose to add, VPT commentary as non-binding guidance, and your own documents. Each claim in a draft cites its source.

What language are the drafts in?

Procurement letters are drafted in Lithuanian. The interface is available in Lithuanian and English.

Can we suggest a workflow?

Yes. We build each workflow with practising lawyers. Tell us which procurement tasks take most of your time and we’ll show you what is available and what is on the way.
